A scientific and practical seminar was held on the topic: “Current issues and prospects for the development of explosive expertise”.

On July 04-05, 2022, a scientific and practical seminar was held on the topic: “Current issues and prospects for the development of explosive expertise”. The seminar was attended by forensic experts of territorial divisions.

During the scientific and practical seminar, reports on the following topics were presented:

“Current issues of explosive expertise for today, the purpose of the seminar”;

“Zharylys technikalyk saraptama – zhumystaryn uyymdastyru. Zharylys technikalyk saraptama nysandaryna polygondyk synak zhurgizu”;

“The importance of forensic examination in man-made emergencies”;

“Instrumental methods of explosives analysis”;

“Criteria for evaluating the parameters of a funnel in the ground to establish the mass and depth of the explosive charge during the production of forensic explosive expertise.”

Within the framework of the seminar, practical classes were held – a presentation of instrumental research methods for the diagnostic study of explosives by infrared spectrometry and gas chromatography with mass spectrometric detection. Spectrograms of the explosive TNT were obtained on these analytical instruments. Practical lesson on thin-layer chromatography. Their advantages and disadvantages, their place in the scheme of expert research of explosives and explosion products are discussed.

The problematic issues arising during the forensic investigation of the circumstances of the explosions on various objects were discussed.

Questions were raised about the division of the specialty of explosive expertise, including by separating into separate specialties. This question remains open for the participants, their advantages and disadvantages have been identified. The opinion is expressed that the study of man-made explosions or in hazardous industries associated with technological deficiencies and violations fall within the competence of supervising organizations (Institute of Industrial Safety, Gostekhgornadzor, etc.), whose specialists can be involved as experts in a one-time order and in accordance with the current legislation of the Republic of Kazakhstan, while the current rules of forensic examination should be fixed the limits of the competence of the VTE expert and the range of issues and objects to be solved.

An acute problem can be identified by the lack of conditions for the reception of objects of explosive expertise, conditions for their research and storage both in the laboratory and in the storage chambers of physical evidence. Currently, more than one territorial subdivision of the Center in the direction of explosive expertise does not meet the minimum requirements for specially equipped premises and equipment fixed in the regulatory document Order No. 310. The problem of providing a landfill for testing objects for suitability for explosion remains open in most regions, which is due to the inability to provide appropriate conditions.

The absence of these conditions additionally requires increased attention and responsibility from experts related to ensuring on-site security measures during the production of examinations and storage of evidence for the period of their stay in Institutes for both employees of the profile laboratory and adjacent premises where employees are located.
